I develop a novel analytical strategy premised on contrasting the private (or ‘coordinative’) discourse of policymakers with their public (or ‘communicative’) declarations, using insights from Schmidt’s (2002b) discursive institutionalism. This allows me to conclude that policymakers strategically used such ideas as instruments of power. I also brieﬂy consider the failure of a similar discourse of external constraint to legitimate the EPAs, given that only one regional grouping has so far signed up to an agreement with the EU.
